What does this mean exactly?

This is the money that investors switched from older funds that they were already invested in.

To elaborate, an investor would already be invested in oldBoringFund. But then when a new fund was being launched, they would switch to newShinyFund. To the extent that 27% of the money in any new fund launched in that timeframe was from older funds. SEBI saw that this was only when a distributor was involved and investors who were investing in the mutual funds directly did not switch just because a new fund was being launched.

Mutual funds report their assets every month. You can check their websites (or any third party websites like ETMoney, Groww, etc) to see their portfolio at any given point in time.
